A. President:
- Thanks to our Chief Negotiator for
responding to the medical benefit email; resulting views were expressed. This
topic will be followed up in the next contract.
B. Vice President:
- Talked with the WVC VP of Instruction
about the Music Department situation and compensation for individual private
lessons. There are various models and options for this that have to be
investigated.
- Talked with the WVC AS President about a
key to the ballot boxes in the division offices. There are security matters.
Suggestion: we should get separate division boxes just for ACE.
- To remove HBA from courses it must go
through curriculum.
C. Secretary:
thank you for assisting in preparing the contract ballot material; the
ballot material will be distributed today and tomorrow. Please send all ideas
for the survey to me for the next meeting.

E. Budget Analyst: None
F. Newsletter
Editor: all articles for next newsletter are due
by October 5. The articles to be included in the newsletter were reviewed.
G. Associate Faculty: Comments about working conditions Ð now we have to have a computer to make our own roll sheets; we have to do census, student alerts, etc. all by computer. The workload of the entire faculty has tripled with all of these requests. A complaint: was a couple of days late doing alert via the computer; they went to do it and it was blocked. What can ACE do? The VP of Instruction is talking to the MC Director of Admissions to not block out faculty. There is a problem in that the two colleges are doing things differently. We are working on this matter and the problem of computer access. If an associate faculty member cannot access the web system then they should print out a hard copy of the roster, indicate the information requested, and bring this to the Admissions Office. The division chairs should also be informed about these problems. There are a various problems with the computerized systems for all faculty members.

was given to the negotiating team.
- Personnel matters were discussed and
direction was given to the President.

At Mission College the representative contact will be as follows:

Each representative should contact the division to see how they can setup a working relationship.
West Valley will determine their assignments.
AF
and overload: the
understanding is that a full-time faculty member may have a full contract load
and then after that they can have an overload of .40. This becomes a problem
when there are class reductions. Can a full-time faculty member bump an
associate faculty member in order to keep an overload? No, they cannot bump an
associate faculty member if their overload class/lab is cancelled; bumping can
only take place if a full-time member needs to maintain their regular load.
Issue: possible use of overload. In assignments (Article 19) the full-time faculty (in their primary department) after they have their regular load may elect to have an overload before the associate faculty members get assignments. Question: could full-time faculty look at this because at other colleges this is not the case? At other colleges once a full-time faculty member has their full contract load then for overload/summer they are considered as an associate member and such criteria as REEP are used.
Discussion followed.
Appendix CC: concerns have been voiced at a WVC division meeting. There is uncertainty and misunderstandings about CC. Department chairs stated that they want the right to assign because they know their part-time pools best. There is a perception that the new Appendix CC is going to concentrate more part-time assignments into the hands of those part-timers who have been here for a longer period of time. These department chairs indicated that they find using more recent education in the field as a more attractive assignment factor; they want to keep their part-time pool fresh. Another concern expressed was that Appendix CC has a concept of historical load and this is never defined anywhere. What is historical load? Is it an average of past loads? They expressed a fear that new associate faculty members who have a difficult time getting assignments.
Discussion followed regarding:
- Examples are confusing.
- Issues about multiple assignments.
- A seniority system.
- The State had concerns about part-time equity for pay and treatment.
- The appraisal process.
- Consideration of the criteria for assignment in 100.
- This had to pass the Council first and then go to the Academic Senates.
- Associate faculty members gave up much in negotiations.
- Any contract article can be negotiated again.
We will put together a statement about CC.
Sabbatical Leave Committee: had their first meeting. They have approved compliance reports; they setup dates for workshops; setup up a date in December to review; reviewed two requests for changes to sabbaticals that have been granted and made decisions. Term of office for each member will be determined.
